A Mkhondo Local Municipality Senior Manager for Public Safety was arrested this week for price fixing six years later.
Sydney Masango (46) was arrested with his accomplice, Gugulethu Zulu (48) by the Hawks Middelburg based Serious Organised Crime Investigation on Thursday, 28 August 2025.
Masango was arrested at his workplace while Zulu was nabbed at a local filling station.
According to information, the municipality road marker machine was damaged in 2019. It is alleged that Masango was responsible for logistics to get the machine fixed.
Arrangements were made to get the machine repaired by a service provider for only R718.20. The duo allegedly paid the service provider the required amount. In return, Zulu, a company director and currently a supervisor in one of the industries in Mkhondo, allegedly invoiced the municipality an amount of R85 875.00.

The amount was allegedly paid in Zulu’s business account for his company ‘Legent 12’. Investigation was conducted, and all clues that linked Masango and Zulu to fraudulent activities or theft from the municipality funds were uncovered.
Shortly after their arrest, they were taken to Mkhondo District Court whereby both accused were released on R4 000 bail each. The matter was postponed to 6 October, 2025 to secure a date for their regional court appearance.
